Investment into Green Infrastructure

ASEAN is a multilateral regional body within South East Asia comprising of 10 member states. The intergovernmental organisation discusses matters of economic, political, security, educational and cultural concern. Separate from the United Nations, its aims include fostering an equal partnership whereby economic prosperity can be achieved; promoting regional peace and stability; upholding international law and justice, fostering mutual assistance on matters of common interest; provide a means to engage in research and training facilities; and, expanding production and export markets. It is headed by its leading member, Indonesia, and the secretariat of the body is based in the country’s capital of Jakarta. Each ASEAN member has an equal representation within the organisation and any resolution or matter cannot be settled unless by unanimous vote. 

The ASEAN community has supported international efforts on climate change and environmental sustainability including the Kyoto Protocol and the Paris Climate Agreement. In line with national commitments made under such agreements, the committee will discuss how to render the vision of green infrastructure in the region a reality. Considerations for the committee would include issues of sustainable transport, regional connectivity, clean energy, and financing for related infrastructure projects. There are numerous aspects to be considered beyond just the types and funding of infrastructure. These include the provision of education; healthcare; economic development; rural connectivity and equal prosperity. The facilitation of a Measuring, Reporting, and Verification (MRV) procedure, discussed previously by ASEAN members may also be raised. Moreover, the issue is of particular importance to ASEAN members as climate change and global warming is set to impact them to a greater extent than some other regions of the world.
